Laura Russell is director of health care payment for the Maryland Hospital Association.

Prior to coming to MHA, Laura was population health program manager for the University of Maryland Medical System (UMMS). In that position, Laura guided UMMS executive leadership on the alignment of system population health priorities and the financial and health care utilization objectives of the Maryland Total Cost of Care agreement.

She also served as a liaison among UMMS leadership, state policymakers, and other pertinent stakeholders to create and implement financial policies promulgated by the Health Services Cost Review Commission (HSCRC). Additionally, during her time at UMMS, she was the COVID-19 policy branch lead.

Laura earned a Master of Public Health from The George Washington University with a concentration in health promotion.
